This layout is mostly to accomplish a few goals, such as:

Single target skills on the first hotbar, with utility and aoe being on the double taps.

Ability to keep up movement while doing the rotation by keeping important buttons on the face buttons. Hunters and swiftskins coils make this challenging because of the importance of gcd uptime, but since you hit the oGCDs way more (and because the ~3s long gcd recast from the dreadwinder skills helps), I gave them higher priority.

And lastly being able to do a full burst without having to constantly switch hotbar sides.

This feels like the best compromise for me and it's what I will be using in savage and ultimate raiding.
