Machinist hotbar inspired by bun boss on YT, but made some changes to align better with my DNC layout

Gain Full Metal Field. (Decouple from Barrel Stabilizer. Teleport as placeholder.)

Seems like that's about it.

LT>RT remapped from Set 8 Left to Set 8 Right, only right half of Set 8 is used
Set 1 - Single Target / CDs ; Set 2 - Extras ; Set 8 - Aoe / Utility
